The notes which had been taken during the workshop sessions were presented to the Panel.  There were no proposed changes or additions and it was agreed that they provided a true reflection of the discussions.


Thanks was given to the Officers and Members who had taken part in the workshops. 


RESOLVED that the Local Plan Topic Notes from the workshops be noted.

Garden village proposals update pdf icon PDF 194 KB

To receive the update report TO FOLLOW.


Officers presented their report to the panel with regards to three potential proposals for a possible new settlement within the borough.  This highlighted the issues which had been identified for each site.


It was agreed that all sites being promoted for development, be they potential garden villages or extensions to existing developments, will require further work to ensure that they are fully viable.  Any limitations which might exist such as proximity to existing conurbations, ownership, proposed facilities, infrastructure and access will need to be resolved, as part of the consideration over whether exceptional circumstances exist to justify local green belt boundary changes.


RESOLVED that the report on Garden Village Proposals be noted.

Dates of Future Meetings

Future meetings are scheduled to take place at 5pm at the Civic Offices, Elstree Way, Borehamwood on the 27 February 2020.


Members discussed the timing of the next meeting and it was agreed that it be rescheduled from the 27 February 2020 at 5pm to the 2 March 2020 at 5pm.




The meeting will return to its private session

The Panel is asked to agree that all members of the Press and public be excluded from the remainder of this meeting.


RESOLVED that under Section 100A(4) Local Government Act 1972, the public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part I, Schedule 12A to the said Act:-

Local Plan: Next Steps


Officers gave a brief summary update on sites which might be considered for development as part of the allocations within the new Local Plan.  The Council would need to look at sites holistically to ensure that the target for new dwellings and the associated required infrastructure was achieved during the life of the Local Plan.

This would utilise a combination of new and existing sites.


It was noted that in some cases the number of dwellings presented by developers when putting forward sites could be significantly different from the initial figures generated by the standard site allocation calculation using the method set out in the Council’s published Housing and Employment Land Availability Assessment (HELAA).  This is because some developers may not have taken in to consideration the amount of land which would be required for infrastructure and community facility allocations or were proposing higher density developments, such as flats and care homes than assumed by the HELAA standard method.  The numbers which would be used to form the Local Plan would need to take these variations in to account.  Officers would come to a view regarding the most appropriate potential capacity figures in liaison with the land promoters taking account of relevant technical work.


Local Plan Options Update

The Committee discussed the area of concern that remained and these were still around the level of infrastructure that was being proposed.  This included education and health facilities, roads and even the potential provision of tram or other public transport systems.


The Committee still had a number of workshops to continue their work on the different priorities that might be considered for policies and Supplementary Planning Documents such as Climate Change, Affordable Housing, Health and Education provision and infrastructure.
