It was moved by Councillor Silver and seconded by Councillor Eni that Councillor Plancey be elected as Mayor of Hertsmere Borough Council for the 2019-20 Municipal Year.

 

RESOLVED that Councillor Plancey be elected as Mayor of Hertsmere Borough Council for the 2019-20 Municipal Year.

 

Councillor Plancey then made and signed their declaration of acceptance of office.

Appointment of Deputy Mayor

To receive nominations to appoint a Deputy Mayor for the 2019-20 Municipal Year.

It was moved by Councillor M Sachdev and seconded by Councillor S Hodgson-Jones that Councillor Barker be appointed as Deputy Mayor of Hertsmere Borough Council for the 2019-20 Municipal Year.

 

It was moved by Councillor Newmark and seconded by Councillor Gray that Councillor R Butler be appointed as Deputy Mayor of Hertsmere Borough Council for the 2019-20 Municipal Year.

 

Following a vote Councillor Barker was elected Deputy Mayor of Hertsmere Borough Council for the 2019-20 Municipal Year.

 

RESOLVED that Councillor Barker be appointed Deputy Mayor of Hertsmere Borough Council for the 2019-20 Municipal Year.

 

Councillor Barker then made and signed their declaration of acceptance of office.

Apologies for absence had been received from Councillors Brown, Quilty and A Sachdev.

4.

Declarations of Interest (if any)

Members are required to declare any Disclosable Pecuniary Interests they or their spouse/partner have in any matter which is to be considered at this meeting. Members must also declare any other pecuniary or non-pecuniary interests they have in any matter to be considered at this meeting. The responsibility for declaring an interest rests solely with the member concerned. 

 

Members must clearly state to the meeting the existence and nature of any Disclosable Pecuniary Interest, other pecuniary interest or non-pecuniary interest and the agenda item(s) to which it/they apply.

 

Disclosable Pecuniary Interests are prescribed by the Relevant Authorities (Disclosable Pecuniary Interests) Regulations 2012 as follows:

 

a. Employment, office, trade, profession or vocation

 

Any employment, office, trade, profession or vocation carried on for profit or gain.

 

b. Sponsorship

 

Any payment or provision of any other financial benefit (other than from the relevant authority) made or provided within the relevant period in respect of any expenses incurred by a member in carrying out duties as a member, or towards your election expenses. This includes any payment or financial benefit from a trade union within the meaning of the Trade Union and Labour Relations (Consolidation) Act 1992.

 

c. Contracts

 

Any contract which is made between the relevant person (or a body in which the relevant person has a beneficial interest) and the relevant authority— (a) under which goods or services are to be provided or works are to be executed; and (b) which has not been fully discharged.

 

d. Land

 

Any beneficial interest in land which is within the area of the relevant authority.

 

e. Licences

 

Any beneficial interest in land which is within the area of the relevant authority.

 

f. Corporate tenancies

 

Any tenancy where (to the member’s knowledge) - (a) the landlord is the relevant authority; and (b) the tenant is a body in which the relevant person has a beneficial interest.

g. Securities

 

Any beneficial interest in securities of a body where – (a) that body (to the member’s knowledge) has a place of business or land in the area of the relevant authority; and (b) either (i) the total nominal value of the securities exceeds £25,000 or one hundredth of the total issued share capital of that body; or (ii) if the share capital of that body is of more than one class, the total nominal value of the shares of any one class in which the relevant person has a beneficial interest exceeds one hundredth of the total issued share capital of that class.

 

In cases of Disclosable Pecuniary Interest, Members must withdraw from the meeting room while the matter is being considered.

Announcements by the Mayor

To receive such announcements as the Mayor may decide to make to the Council.

The Mayor announced that the Annual Service to mark Armed Forces Day would take place on 24 June 2019 at 10.30am at the front of the Civic Offices.

 

He also informed the Chamber of the death of former Borough Councillor Ron Gealy, who had also served as Mayor in 2005. The Mayor invited the Chamber to join him in a moment of quiet reflection.

7.

Leader of the Council

At the Annual Meeting of Hertsmere Borough Council on 20 May 2015, Councillor Morris Bright was appointed Leader for a four year period.

 

That appointment ends at this Annual Meeting and the Council is asked to make another appointment of Leader for a four year period (2019-20 to 2022-23).

On 20 May 2015, the Council had appointed Councillor Bright as Leader for a four year period. That period had now expired and consideration was given to the appointment of a Leader for the period 2019-20 to 2022-23.

 

RESOLVED that Councillor Bright be appointed Leader of Hertsmere Council until the end of the 2022-23 Municipal Year.

The meeting noted that Councillor Newmark was the Leader of the Labour Group and Councillor Melville was the Leader of the Liberal Democrat Group for the 2019-20 Municipal Year.

The ATTACHED report recommends the constitution of, and appointment of members to, the Council’s Committees, Sub-committees and panels for the 2019-20 Municipal Year.

Nominations have been invited and will be advised at the meeting.

Report C/19/19 on the constitution of, and appointment of members to, the Council’s Committees, Sub-Committees and Panels for the 2019-20 Municipal Year was considered.

 

RESOLVED that

(i)              the allocation of committee seats as set out in section 4.1 of the report be approved.

(ii)             the Committees membership be approved as detailed in the tabled Agenda Supplement, with the addition of Councillor Richards to the Asset Management Panel.

(iii)           the Advisory Body membership be approved as detailed in the tabled Agenda Supplement.

11.

Scheme of Delegation

Agreement of Hertsmere Council’s Scheme of Delegation forms part of the business of the Annual Meeting of the Full Council.

 

The Council is requested to formally agree the current Scheme of Delegation, as set out in the Constitution (with the exception of delegation of powers to individual Executive Members, which the Leader will have proposed earlier in the meeting).

RESOLVED that the Schedule of Meetings for the 2019-20 Municipal Year, as detailed in the appendix to Report C/19-20, be noted and the following changes be approved:

- Operations Review Committee be rescheduled from 12 June to 10 June 2019.

- Holocaust Memorial Day to take place on 27January 2020.

- Policy Review Committee be rescheduled from 27 to 28 January 2020.

- Full Council be rescheduled from 17 to 10 July 2019, with LJC/Personnel Committee to precede it.
